The Community Council is a criminal diversion program for Aboriginal offenders - adult and youth - who live in Toronto. The project takes Aboriginal offenders out of the criminal justice system and brings them before members of the Aboriginal community. The members of the Council are men and women who represent a cross-section of Toronto's Aboriginal community. The focus of the Community Council is to develop a plan by consensus that will allow the offender to take responsibility for his/her actions, address the root causes of the problem and integrate him/her into the community in a positive way. This is the first project to apply these principles in an urban setting.

Intensive Support and Supervision Program

The Intensive Support and Supervision Program (ISSP) has been developed to provide intensive clinical and community supports, supervision and crisis management for young persons with diagnosed mental illness or disorder who might likely be sentenced to custody.

During the pilot phase of the program, ISSP will be accessed as a condition of a probation order through a recommendation in a pre-sentence report. By providing the ISSP services in conjunction with probation supervision, the young person will:

  • Have a single case manager during the YCJA sentence.
  • Be held appropriately accountable for offending behaviour.
  • Be supported to achieve success/change in a community setting.
  • Be linked to appropriate services that continue beyond the sentence.

The Ministry of Children and Youth Services has service contracts with transfer payment agencies to implement the ISSP Model. For more information about the Intensive Support and Supervision Program pilots contact the Ministry of Children and Youth Services, Youth Justice Services Division, Community Development and Partnerships Branch, Mental Health and Specialized Programs unit.

Lutherwood is an accredited Mental Health Centre committed to providing quality mental health services to children, youth and families. "Open Custody" is a rehabilitative residential care program for youth between the ages of 12 and 16 who have significant mental health needs and have been convicted under the Young Offenders Act. Lutherwood Open Custody is located in Waterloo Region and provides services covering the Ontario Central West Region. Referrals to this program are from Youth Criminal Justice Court and Probation Services.

Youth Justice Committee Program
The Youth Justice Committee Program is a program of the Ontario Ministry of the Attorney General. Youth Justice Committees involve trained community volunteers who meet with a young person who is accused of a low risk offence, their parent(s) or guardian, and the victim if they are willing to attend, to work out a way that the young person can make amends for what they have done. Police may refer the young person to the YJC before a charge is laid, or the Crown may refer the young person after a charge is laid. At a YJC meeting, participants work together to come up with measures as an alternative to formal court proceedings.
As of March 2006, there are Youth Justice Committees in 23 communities throughout Ontario. Each YJC is supported by a local community agency. The contacts for each of the YJC supporting agencies are listed below.
