FACTS: 40-year-old WPW pleaded guilty to sexual assault. His victim was 6 years old; the abuse spanned a period of 4 years. He has no prior record and was diagnosed with Glossary Link FAS. His pre-sentence report indicated that he understood the gravity of the offence. However, it was illustrated through evidence that WPW had been molesting children for the last 25 years.

HELD: WPW was designated a long-term offender, given a 4 year custodial sentence, and a 10 year sentence to be carried out in the community. The aggravating factor was that he had sexually assaulted children for the last 25 years. The mitigating factors included his difficult background, his cognitive disabilities, lack of a prior record, his remorse, and he had been diagnosed with FAS.
