FACTS:  The Director sought to be granted permanent custody of S.J.S., while both parents opposed the application.  The Director initially obtained guardianship because the parents were unable to care for the child.  The mother was incompetent, as she suffered from Glossary Link FAS and other mental disorders. Likewise, the father was irresponsible and had substance abuse problems.

HELD:  The judge concluded that the parents' lifestyle and numerous disorders were compromising the child's safety.  The application was thus granted, giving the Director permanent custody.
