FACTS:  The Minister sought the permanent custody of a child. K.F.L.'s mother experienced significant mental deficits as a result of Glossary Link FAS and epilepsy.  During the trial, numerous doctors presented testimony regarding the mother's parenting abilities.  However, Dr. Josephine Louise Nanson was the only physician asked to specifically discuss the mother's FAS.  K.F.L.'s mother was found to be mildly retarded, unable to cook, and incapable of telling time.

HELD:  In light of the expert testimony, the judge concluded that the mother lacked the fundamental parenting skills required to properly care for a child.  Consequently, the application was granted.
