FACTS: The Minister submitted an application for the permanent custody of three children.  The children's father opposed the application, but the mother did not.

HELD: The judge advised that assessments should be performed, because two of the children were showing symptoms of Glossary Link FAS.  However, the court was more concerned with the father's irresponsibility than with the possible diagnosis.  As a result, the Minister was granted permanent custody.
