FACTS:  The Minister submitted an application requesting permanent custody of M.  The child's mother suffered from Glossary Link FAS and opposed the application. An assessment, performed by an unnamed doctor, concluded that the mother's intellectual functioning fell in the extremely low range.  Despite the mother's desire to parent, the psychologist stated that such a low cognitive functioning rendered her incompetent to care for a child.

HELD:  The judge determined that adoption would be the most beneficial alternative for M. The child was to remain in the permanent custody of the Minister until an adoptive family could be found.
