FACTS:  Pediatrician Dr. Patricia Blakley diagnosed A.N.P., who was in the custody of the Department of Social Services, as suffering from partial Glossary Link FAS. The Department sought permanent guardianship of A.N.P., as her parents were deemed to be unfit.  Following an assessment, Dr. Blakley noted that A.N.P. should remain in her current environment, as she had improved dramatically while in the custody of her foster parents.

HELD:  The court granted permanent care of A.N.P. to the Department because of the child's recent progress, and her mother's apparent lack of parenting skills.
