FACTS: The Society sought the permanent wardship of C., without access.  The mother opposed the application.  Dr. Thain, a medical director and expert in pediatrics, stated that the child was displaying signs of Glossary Link FAE.  Similarly, pediatrician Dr. Loukras added that C.'s apparent failure to thrive could be a consequence of Glossary Link FAS.  Nevertheless, both physicians agreed that the child was developmentally delayed and required a stable environment. 

HELD:  The mother was deemed not capable of providing stability. The Society's application was allowed.
