FACTS: The Children's Aid Society submitted an application (opposed by the mother) for wardship of J.H.M.  The child was described as being at risk for suffering from Glossary Link FAS.  However, no formal diagnosis had been presented, and the child was not deemed to be in need of special care.

HELD: The Society's application was allowed.
