FACTS: The Children's Aid Society sought the permanent wardship of J.L.  This was the fifth time a child had been removed from this family. Two of the withdrawn children suffered from Glossary Link FAS. J.L. was taken away shortly after birth due to his perceived need for protection.  Dr. Peter Harlund and Dr. Bevridge, two medical practitioners, initially put forth the FAS diagnosis because the mother had abused alcohol throughout her pregnancy.     

HELD: The parents did not have a permanent home and were deemed unable to meet the needs of the child.  Therefore, the application for permanent wardship was granted.
