FACTS: The Minister sought the permanent custody of A.F.  The mother opposed the application. The child had been diagnosed with FAE, and the judge believed that the mother needed to improve her parenting skills if she wished to regain custody.  However, the mother had not sought help.

HELD: The judge concluded that the child was in need of protection, and granted the application.
