FACTS: The Director submitted an application for the permanent custody of S.  The mother opposed the application.  Dr. Rosales described S. as being at risk for developing Glossary Link FASD because the child's mother had abused alcohol during pregnancy.  However, the child was too young to be formally diagnosed.  Furthermore, the Doctor suggested that the mother might suffer from FASD.

HELD: In light of this information, the Director's application was allowed.
