FACTS:  The mother was appealing a continuing custody order, which the court had previously granted to the Director.  V.N. suffered from Glossary Link FAS and thus possessed several special needs which her mother had failed to accommodate. As a result, V.N. was taken away from her biological mother.

HELD:  Judge Grannary concluded that the mother would not meet the full-time needs of the child, and thus dismissed the appeal.
