FACTS:  The Director submitted an application requesting continuing custody of M.K.  The child was taken away at a very young age and was now displaying symptoms of Glossary Link FAS.  However, no formal diagnosis had been made. M.K.'s mother had previously failed to demonstrate that she could be a reliable parent. 

HELD: During the proceedings, the mother showed no sign of improvement regarding her parenting skills. The application was allowed.
