FACTS:  The Director submitted an application to be granted permanent custody of four children, and the children's mother opposed the application.  The mother, H.E.D., was assessed at the Asante Centre for Fetal Alcohol Syndrome.  Following the assessment, neuropsychologist Julianne Conry testified that H.E.D. suffered from fetal alcohol difficulties. 

HELD:  The judge concluded that the mother's disabilities would permanently limit her parental competence, even if the province provided her with assistance.  Consequently, permanent custody was granted to the Director.
