FACTS: The Superintendent entered an application for the permanent custody of two children.  The maternal grandmother opposed the application.  One of the children was suspected of suffering from Glossary Link FAS, but the suggestion lacked corroboration.

HELD:  A temporary custody order was presented, with access granted to the mother.
