FACTS: The Director sought the permanent custody of a child, but the mother opposed the application. When she was removed from her home, the child was described as showing medical signs of
FAS.
HELD: Upon the detection of these symptoms, the child was deemed to be in need of protection. As a result, permanent custody was granted to the Director.
