FACTS:  T.L., Ju.L, and Ja.L. were placed in the custody of Child Services after being exposed to very harsh living conditions.  Dr. Linda J. Matsalla diagnosed Ju.L. as suffering from Glossary Link FAS and as requiring special care. Dr. Matsalla added that the child's current guardians failed to adequately meet these needs. The three children were then placed in the custody of a foster parent.  Dr. Magdalena Amestica assessed both the mother of the children and the home environment.  This evaluation revealed that the home environment involved numerous stressors, which prevented the mother from suitably parenting a child with FAS.

HELD:  The judge ordered that the children would remain in permanent guardianship of the Directors of Child Welfare until the mother could provide them with an adequate home environment.
