FACTS: The Director sought custody of M. Three separate parties opposed the application. Of importance was the Director's suspicion regarding the child's
FAS status. The Director suggested that an assessment be conducted in order to confirm or deny the diagnosis.
HELD: Because the mother was described as having a substance abuse problem, regaining custody of her child was deemed unlikely. The Director was granted temporary guardianship.
