FACTS: The Director sought the permanent guardianship of K.A.A.M., and submitted an application requesting that the parents' access to the two younger children be terminated.  Dr. Neil Cooper, a pediatric consultant, assessed the younger children and stated that they showed signs of Glossary Link FAS, however, no formal diagnosis was pronounced.  A social worker evaluated the behaviour of the same two children and concluded that they required an environment better suited to their special needs. Furthermore, she noted that the children's behavioural problems escalated in the presence of family members.  As a result, she concluded that access should be terminated.

HELD: The judge granted permanent custody of K. to the Director, and terminated access to the younger children.
