FACTS:  The Director submitted an application requesting permanent custody of eight children.  Each of the eight children in question was diagnosed as suffering from FAS.  Upon an investigation of the home, it was determined that the children were in need of protection because they were not being provided with the special care that they required.

HELD: The application was granted, and the parents were denied access to their two youngest children in order to facilitate adoption.
