FACTS:  The Director submitted an application for the permanent guardianship of three children.  The director had observed signs of Glossary Link FAS in one of the children, D.  However, a formal diagnosis could not be provided because the mother maintained that she had not consumed alcohol during her pregnancy.

HELD:  The judge concluded that the mother was unable to care for her children.  As a result, the application was granted and the Director was given permanent custody.
