FACTS: T.P. was appealing a previous decision that had terminated her access to her child M. Dr. Hapachyn, a child psychiatrist, had diagnosed M. as suffering from
FAS and other mental disorders. Furthermore, the psychiatrist stated that M. required a stable environment in order to cope. Dr. Hapachyn added that the presence of the mother would disrupt any stability established in the child's environment.
HELD: In accordance with the expert opinion, the appeal was dismissed.
